Curriculum Innovation Advisory Process

Mission

The Curriculum Innovation Advisory (CIA) Subcommittee is a subgroup of the Curriculum Committee that is tasked with reviewing and providing guidance on program initiation proposals. New curriculum and programs may be initiated by Oxnard College faculty members, or may be suggested to college leadership by business, industry and community partners. Proposals shall be submitted to the CIA Subcommittee for review and feedback in their development. Upon recommendation from the CIA Subcommittee, faculty members can begin the formal curriculum submission process that begins in Fall. This process will provide faculty with additional support and feedback on the new course/program submission process prior to the fall semester. This added review and support should lead to well-developed submissions for the Curriculum Committee to review. The faculty submitting these proposals will use the information gathered as a foundation for their new course/program submission to the Curriculum Committee process.

Applicable Curriculum and Programs

The Curriculum Innovation Advisory process is intended to review and provide guidance on:

New courses and programs being brought forward from the community or external business partners, and
New programs of study being brought forward by Oxnard College faculty members.

Note: This process is not applicable to new courses being proposed for established/existing programs by Oxnard College faculty. Such proposals may proceed directly to the Curriculum Committee process.

The CIA Subcommittee will receive letters of intent and proposals from Deans, Department Chairs, faculty and/or external partners. Proposers will submit a Curriculum Letter of Intent form with a summary of their proposal. The CIA will make a recommendation to the Curriculum Committee, which will vote on whether to proceed with proposal submission or not. If invited to submit a proposal, the proposer submits the Course/Program Proposal Form that includes a brief narrative justifying the need for the new course/program as well as other pertinent information required by the Curriculum Committee for next steps. The CIA Subcommittee will decide to either forward to Curriculum Committee or return to the preparer with feedback. All CIA recommendations will be reviewed and discussed at the Curriculum Committee. The process is outlined below:

Proposers submit the Curriculum Letter of Intent Form located on the Curriculum Committee web page. Members of the CIA will reach out to invite proposers to proceed as follows:

Faculty Members
Faculty members interested in developing a new program or courses in a new discipline shall submit one of the following to the CIA on a rolling basis:
Submit the New Course & Discipline Proposal Form if proposing a new course for a discipline not currently offered at Oxnard College, but for which an entire new program of study is not being proposed in the near future. (For example, a faculty member proposes a course in Mandarin but does not plan to develop an entire Mandarin program of study.)
Submit the New Program Proposal Form if proposing an entire new program of study. Faculty members are encouraged to consult with the CIA in advance of proposal development to explore potential duplication within the district. Faculty members seeking advanced consultation may email the CIA Co-Chairs with their inquiry.

External Partners
External partners (e.g. employers, community members) may bring a suggestion for new curriculum/program to OC leadership. This typically begins with a Dean, Vice President or President of the college. The VPAA, relevant Dean(s), and President (if needed) will review such suggestions for potential duplication with the district/region. If duplication is not an issue, OC Leadership will advise the external partner to submit the New Program Proposal Form.

CIA Co-Chairs work with curriculum specialist to create agenda for CIA committee meeting.

CIA committee meets and reviews the forms based on established criteria and reaches consensus on advancement to the curriculum process.

CIA Co-Chairs report to the Curriculum Committee, who will in-turn report to Academic Senate, including the proposals received, and the status based on review criteria.

If approved, the CIA will provide the preparer with instructions on how to submit the new course/program request through the Curriculum Committee Submission process as well as the anticipated timeline.

If not approved, the CIA will:
Provide feedback to those that are recommended for revisions and resubmission, or
Provide a rationale for denial.

Approved submissions will begin the standard Curriculum process in Fall.

Faculty participation is anticipated to fall within the regular contracted service hours, or included in the reassign time Curriculum Committee co-chairs receive. The VPAA and a Curriculum Committee Co-Chair, or their designee, will serve as Co-Chairs for the CIA.

Permanent Members

A minimum of two faculty members. Ideally, faculty with substantive curriculum development experience

Participation on an ad hoc basis by faculty and/or deans in specific disciplines based on curriculum/programs being considered by the CIA

Meeting Frequency

Meetings will be scheduled at a minimum of twice per semester. Meetings may be cancelled if there are no submissions to review.
