COVID-19 is persistent and easily spread, so please do not let your guard down, for your sake and our college communities at Moorpark College, Oxnard College, Ventura College, and Ventura College East Campus.
If you’re not feeling well—even if you think it’s just a cold—please do not come to campus. When you stay home, you’re doing your part to protect the most vulnerable people in our community, including the elderly, those with compromised immune systems and other underlying health conditions.
You are encouraged to get COVID-19 boosters as soon as you are eligible. Boosters can enhance or restore protection against COVID-19 that might have decreased over time after your vaccination.
If you have symptoms:
- Stay home.
- Complete the Daily Screening Form on the MyVCCCD mobile app.
- A nurse from the Student Health Center will contact you.
- Take an at-home test if you have one. If you don’t have one, go to a Test to Treat location (www.vcrecovers.org/testing or call 888-634-1123).
- The Student Health Centers have at-home tests available that you can pick up next time you’re on campus.
- A PCR test is still the “gold standard” and what you’ll need for an early return to campus post-COVID illness.
If you have been exposed:
- No quarantine is required unless you’re symptomatic.
- Complete the Daily Screening Form on the MyVCCCD mobile app indicating that you were exposed.
- Test 3–5 days after your last exposure or if you’re symptomatic.
- Wear a mask for 10 days indoors (14 days post-COVID illness). Medical experts strongly recommend that everyone wear masks indoors even if you haven’t been exposed.
Why get a COVID-19 vaccination and booster?
- COVID-19 vaccines are effective at protecting people from getting seriously ill, being hospitalized, and even dying—especially people who are boosted.
- COVID-19 vaccines can offer added protection to people who have had COVID-19, including protection against being hospitalized from a new infection.

- When you register for in-person classes, you will be required to complete an attestation acknowledging you are fully vaccinated against the COVID-19 virus, as required by the COVID-19 Vaccine Requirement for Employees and Students - Board Policy 3506, subject to the terms and limited exemptions.
- Employees and students are required to upload a record of their vaccination and complete the daily screening and may be required to show their pass upon request (Complete the daily screening only on days that you are coming to campus or have symptoms). Vaccine Requirements
The COVID-19 pandemic continues to impact everyone in the community. As the District strives to assist students, employees, and community members in staying healthy, it's clear the vaccine plays an important role in protecting people from getting the COVID-19 virus.
VCCCD requires all students and employees to be vaccinated. Students and employees must continue to complete the daily screening form in the MyVCCCD app every time you plan to be on-site. You must have a blue pass or gray pass to be on campus.
Blue Pass
- Your Vaccination Card has been Uploaded and Verified on the MyVCCCD App. You are approved to come onto campus.
Gray Pass (visitors)
- You completed the daily screening form at home or at a kiosk on campus. You are approved to come onto campus.

May 25, 2022: Update on Summer and Fall 2022: COVID-19 Protocols
VCCCD Colleagues,
With last week’s in-person commencement ceremonies—the first in three years due to the pandemic—we are reminded of the dedication of our students, classified staff, and faculty who made the ceremonies possible. Thank you for your hard work supporting our graduates and students still working toward their goals.
For employees and students who are still coming onto campus, the following are some reminders of the latest COVID-19 protocols at Moorpark, Oxnard, and Ventura colleges and the District Administrative Center:
- The vaccine mandate will stay in effect for the Summer and Fall semesters. For in-person classes, individuals are still required to report their vaccinations or submit a request for an exemption.
- Masks are no longer required indoors but remain strongly recommended as a method of reducing COVID-19 spread. According to the County of Ventura, COVID is likely increasing in our community at this time.
- On-campus screening ended May 19, but please continue to complete the MyVCCCD app daily screening form to get your blue pass before coming on-site. Many thanks to all the campus screeners who supported the campuses and served as the first face of the colleges to guests and the community.
- Twice-weekly COVID-19 testing is no longer mandatory for exempt/non-vaccinated employees or students.
- Any individual who experiences COVID-19 symptoms, regardless of vaccination status, is recommended to take a COVID-19 test. Please do not come to campus or the DAC; contact the Student Health Center on your campus. In addition, students, notify your instructors; employees, notify your supervisor.
VCCCD will continue to align with orders from the Ventura County Public Health Department and the Centers for Disease Control. We will continue keeping students and employees updated on changes to the COVID-19 protocols. If you have any questions, visit our COVID-19 information page.
April 28, 2022: Update on Summer and Fall 2022: COVID-19 Protocols
Dear Students and Employees,
I want to thank our campus community and acknowledge the community at large for everyone’s efforts to curb the COVID-19 pandemic. Due to the county’s low positivity rates and fact that 76.9% of Ventura County residents are vaccinated, the Ventura County Community College District is updating our COVID-19 protocols.
While masks are not mandatory on our campuses or the District Administrative Center, we continue to strongly recommend people wear masks indoors. The choice is personal, and I would ask that you respect individual decisions regarding wearing face masks.
Here are some Frequently Asked Questions regarding the update and what to expect at Moorpark, Oxnard, and Ventura colleges and the District Administrative Center:
- Will the vaccine mandate be in place for summer, fall, and the near future?
Yes, the vaccine mandate will continue to be in place. Students will be required to complete an attestation at registration for in-person classes acknowledging the following: All Students must be Fully Vaccinated against the COVID-19 virus, as required by the COVID-19 Vaccine Requirement for Employees and Students - Board Policy 3506, subject to the terms and limited exemptions. Employees and students are required to upload a record of their vaccination and complete the daily screening and may be required to show their pass upon request.
Unvaccinated students without an approved exemption can register for online classes only. - When will the District discontinue on-campus mandatory screening?
The daily on-campus screenings will be discontinued on May 19, 2022. This adjustment is occurring because of the low infection and high vaccination rates across the county. Also, the campuses have updated HVAC ventilation, filtration, and air cleaning systems.
We will continue to follow Ventura County Public Health recommendations and if the conditions change, we will reinstate on-campus screening. - When will the twice-weekly mandatory testing for exempt/non-vaccinated individuals be eliminated?
The twice-weekly testing mandate will be removed on May 19, 2022. We will continue to follow Ventura County Public Health recommendations and if the conditions change, we will reinstate the testing. We encourage anyone who is not vaccinated to take a COVID-19 test whenever feeling any flu-like symptoms, or if there has been a likely risk of exposure. - Will students and employees continue to use the VCCCD daily health-screening app after May 19, 2022?
Yes, we will continue to use the app. You may be required to show your blue pass indicating you are cleared to be on campus upon request from your supervisor/manager or if a student, by the instructor. For those who don't have a smartphone, you may access the website on any computer by visiting the Healthy Return to Campus. - What should you do if you test positive for COVID-19?
If you are a student, employee, or guest of the District Administrative Center (DAC) and think you have COVID-19, please do not come to campus or the DAC; contact your primary care provider or clinic. If you begin feeling any flu-like symptoms (like a fever, cough, or shortness of breath), contact your local emergency room. In addition, students, notify your instructors; employees, notify your supervisor. - What should faculty and staff do if a student notifies them about a positive COVID-19 test result?
Positive cases should be reported to the college’s Student Health Center. The Student Health Centers will continue to consult with Ventura County Public Health. - What happens if there is a dramatic increase in COVID-19 cases due to restrictions being relaxed or a new variant?
VCCCD has consulted with Ventura County Public Health since the start of the pandemic and will continue to follow the advice of VCPH and their health experts. The District will be prepared to reinstate more restrictive COVID-19 protocols should infection rates and hospitalizations increase to levels where action is needed and will also align with orders from the Ventura County Public Health Department and the Centers for Disease Control.

Where is Covid testing available?
There are several testing options here on campus and throughout Ventura County:
- Covid Clinic is available to the community for testing. It is located at Oxnard College’s parking lot H and by appointment Mon. – Fri. 9am - 5pm, and Sat. – Sun. 8am - 4pm.
- PMH Labs is open to OC students and employees from Mon., Tue. and Fri. 9am-1pm and Wed. and Thu. 1pm-4pm, and is located here on campus in the conference room on the back of the gym.
- You can also schedule vaccination appointments at various off-campus, county-wide sites at MyTurn.
If you are experiencing covid-like symptoms or have been in close contact with someone with COVID-19 within the last 14 days, please get tested. The Centers for Disease Control and Prevention (CDC) guidelines state the best protection against COVID-19 is to be vaccinated and get a booster.
You must have a green or blue pass to be on campus.
A blue pass on your MyVCCCD app means your vaccination card has been uploaded and verified - you are ready to visit a screening site on campus.
People who are not fully vaccinated must have a medical or religious exemption in order to receive a green pass that will allow them to come on campus. But you must have completed two PCR COVID tests during the prior week and submitted your two negative test results through the MyVCCCD app no later than noon each Sunday to be on campus. Wait until you are finished coming to campus for the week to upload your test results.There are no exemptions to testing.
For students and employees: If you are already fully vaccinated and have had your vaccination card verified through the MyVCCCD app, please continue to answer the app’s screening questions before coming to campus. All students and employees must complete the app’s regular screening questions before going to campus.
March 17, 2022: Update
We are fortunate to be at a point where COVID-19 seven-day PCR testing positivity rates and COVID hospitalizations in Ventura County have continued a steady decline. The CDC COVID-19 guidelines and state and local public health orders have modified the wearing of face masks indoors from mandatory to highly recommended. Ventura County is currently categorized in the “Low” COVID-19 community level, according to CDC parameters. The wearing of face masks indoors is optional in counties at this level, and the Ventura County Public Health orders align with this change. The K-12 system and other higher education institutions in the county have already or will soon make the wearing of face masks indoors optional.
Throughout the pandemic, our colleges have made adjustments in protocols based upon current data and guidelines, orders, and regulations from appropriate agencies. We are now able to consider a change to the requirement to wear a face mask indoors at all VCCCD locations. We have set a target date of Monday, April 11, 2022, to lift the mask mandate and move toward highly recommending the use of masks indoors at all VCCCD locations for all employees, students, and visitors. Communications and signage will strongly recommend the wearing of face masks indoors for everyone. The District will continue to have face masks available upon request. Individuals who have received an exemption from the vaccine mandate should continue to follow the required safety provisions according to their exemption.
There will be a range of feelings and perspectives regarding this change, and I would ask that you accept individual decisions regarding the wearing of face masks indoors.
We will continue to monitor COVID-19 rates and will reinstate the mask mandate if we return to unsafe levels — though we remain hopeful that COVID-19 rates remain low.

VCCCD Students,
Welcome back to campus! We are excited to have you back for in-person classes.
You may have heard that California and Ventura County will lift the mask mandate this week. We wanted to let you know that VCCCD will continue to require masks for all employees, students, and the community at all of our sites, through at least the end of the spring semester.
Here’s why:
- Unvaccinated people will still be required to wear masks after the local order requiring masking in all indoor public places is lifted on Wednesday, February 16, 2022.
- Everyone, regardless of vaccination status, will continue to be required to wear masks in schools, along with healthcare facilities, childcare settings, homeless shelters, emergency shelters, corrections, long-term care facilities and public transit.
- Ventura County Public Health still strongly recommends that masks be used by everyone as an effective tool to prevent the spread of the virus, especially when case rates are high or when additional personal protection is needed. This includes people who have been vaccinated and boosted.
- The Centers for Disease Control (CDC) continues to recommend face-coverings.
The District believes it is in the best interest of our campus communities that all students, employees, and community members, regardless of vaccination status, continue to wear a face-covering at all times when on-site at one of the campuses and the District Administrative Center. Remember, the mask should cover both the mouth and nose. Because food is not allowed in classrooms, or other indoor learning and service spaces on campus, masks should remain on the entire time a person is in class or receiving services such as counseling or library assistance.
We will continue monitoring local, state, and federal guidelines to keep our campuses and the community healthy and safe.

We wanted to give you an update on the Spring 2022 semester. We are reinstating in-person instruction on Monday, February 14, as planned. Classes originally scheduled for on-ground instruction will return on-ground.
Before coming onto campus on Monday, February 14, please remember the following:
Only fully vaccinated students and those with an approved exemption can be on-site. If you have not already uploaded your vaccination card to the MyVCCCD screening app, watch this video to learn how.
All health and safety protocols currently in place will continue, including:
- Daily screening
- Wearing face masks that cover both nose and mouth

As an update to my message on December 30th below, members of Chancellor's Cabinet met this week and we have agreed that student instruction will remain remote at this time. Plan for in-person classes to resume on Monday, February 14th. We look forward to welcoming students and more employees back to the campuses at that time.
In light of the extension to online learning, faculty members who did not request an exception to return to on-campus, or to limit long Zoom sessions, may submit a request to their Dean by January 27, 2022, under the guidelines of the Emergency Response Addendum MOU. Please submit these requests as soon as possible so that decisions can be communicated to your students in a timely manner.
For non-classroom faculty and classified professionals, please confirm the ability for a continuation of remote work schedules until February 14th with your Dean/Manager, as per the guidelines of the Emergency Response Addendum MOUs executed earlier this month.
The decision to continue the delay was based on current county COVID-19 data, VCCCD pre-screening data, and the importance of reducing COVID-19 transmission. The health and safety of our students, employees, and community is our priority. Please be advised that the District continues to engage both unions in discussions to address the impacts of the ongoing COVID-19 pandemic.

Dear Student,
On behalf of the Moorpark, Oxnard, and Ventura colleges’ Financial Aid Offices, we would like to welcome you to the Spring 2022 Semester!
Applying for Aid:
If you have not applied for financial aid, we highly recommend every student apply as you may qualify for federal and/or state aid. Our staff is here to assist you in completing either the Free Application for Federal Student Aid (FAFSA) or the California Dream Act Application (CADAA) if you have not applied for financial aid.
HEERF (Higher Education Emergency Relief Funds) Grants (Due to COVID-19):
We are distributing $1000 HEERF grants to eligible students who have experienced an array of hardships due to the COVID-19 pandemic. These funds can help cover expenses such as transition to distance education, housing, food, daycare, basic needs, technology, health care, and school supplies. Funds are limited. Students with demonstrated exceptional need, who are enrolled in 6 or more units, and meet all eligibility criteria, will receive priority. Once again, we highly encourage you to apply for FAFSA or CADAA. All you need to do is maintain half-time enrollment and monitor the my.vcccd.edu email; we will find you.
HEERF distribution priorities for Spring 2022:
Spring 2022 students with exceptionally high need (Pell Grant recipients) will receive priority.
Funds will be distributed in the following tiers:
- FAFSA and/or CADAA applicants with Pell eligibility and enrolled in 6 units or more
- FAFSA and/or CADAA applicants that are not Pell eligible and enrolled in 6 units or more
- All other students who are enrolled in 6 units or more. Students will receive an email invitation to apply for HEERF funds as long as funds remain available.
Student Portal:
Remember to check your MyVCCCD student portal at least once a week. All financial aid requirements, award information, and Satisfactory Academic Progress (SAP) status are posted under the Financial Aid tab.
Financial Aid Disbursements:
Spring 2022 financial aid refunds to students began on Tuesday, January 11, 2022 (and weekly thereafter) based on attending hours. Pell Grants are disbursed in 2 disbursements. All other grants and loans are disbursed in one disbursement (exceptions may apply).
The January 6, 2022, date noted on your MyVCCCD portal is an internal processing date ONLY. Please be aware this is NOT the day you would receive your refund. Please check your BankMobile account or your bank account to see if your refund has been processed. We recommend setting up the alert available through BankMobile; that way you can be notified when funds are available to you.
Pell Recalculation Date (PRD):
The Pell Recalculation Date (also known as the census date) is the date the Financial Aid Office uses to evaluate Federal Pell Grant eligibility based on your current enrollment status. If the Pell Grant you were awarded does not match your current enrollment status, your award will need to be adjusted. This means that your award will increase or decrease according to your enrollment status as of January 31, 2022, at noon.
No revisions will be made to your financial aid award after the Pell Recalculation Date.
Return to Title IV Funds:
Withdrawals, drops or fails in all courses this term will be subject to repayment of some or all the federal and state aid that has been disbursed. Please check with the Financial Aid Office prior to withdrawing from courses.
Satisfactory Academic Progress (SAP):
To be eligible for financial aid, students must meet or exceed the established Satisfactory Academic Progress Standards. The standards apply to all financial aid recipients and to all college coursework taken including coursework taken from outside colleges if that coursework has been submitted and appears on your Ventura County Community College District (VCCCD) transcript.
In addition to financial aid, our colleges provide and offer a variety of resources and support services for students to help you achieve academic success. These services include Basic Needs support (free groceries, CalFresh application assistance, etc.), laptop and other technology lending programs, Zero Textbook Cost courses and much, much more. Testing Stations
The LabLINQ testing stations on our campuses will be closed Thursday, January 13, through Monday, January 17. This means that if you need to test this week on campus, you will need to do so Wednesday this week with LabLINQ.
To be cleared to come on campus next week, people who have an approved exemption are required to get just 1 test this week due to the LabLINQ testing station closure for upgrading their laboratory and collections systems.
LabLINQ testing stations will reopen Tuesday, January 18.
If you need to get tested during the closure, please visit County Covid testing information for locations and appointments.
If you test off-campus, please remember that test results must:
- Show that the test is PCR
- Include your first and last name
- Include your date of birth
- Include the test and report dates
- Include the test result
Spring 2022 Update and Canvas.
Spring 2022 semester classes at Moorpark, Oxnard and Ventura colleges and Ventura College East Campus are primarily online and will be mainly remote for a limited time with exceptions for classes requiring in-person instruction. Scheduled in-person class sessions will be reinstated following a reduction in COVID-19 infections and hospitalizations.

COVID-19 Boosters
The District strongly encourages everyone who is eligible get a COVID booster. You are eligible to get a booster 6 months after receiving your second Moderna or Pfizer vaccine, or at least 2 months after J&J/Janssen.
Why get boosted?
With a booster, people should have improved protection against getting infected with COVID-19, according to the CDC. Clinical trials also showed that a booster shot helps prevent severe disease.

Oxnard College student,
As you may know, there has been a surge in the number of positive COVID-19 cases in Ventura County during the last few weeks (Ventura County Recovers). Keeping in mind that the health and safety of our students and community are of the highest importance, and with an abundance of caution, the following changes are being implemented for the Spring 2022 semester:
- Most Spring semester classes will be remote for a limited time. Instructors with classes planned to meet in person will be contacting their students. All students are encouraged to make contact with your faculty for specific information about your classes. Scheduled in-person class sessions will be reinstated following a reduction in COVID-19 infections and hospitalizations.
- Only fully vaccinated students and those with an approved exemption can be on-site this semester. All health and safety protocols currently in place will continue, including daily screening, wearing face masks, and twice-weekly testing for those with medical or religious exemptions. Detailed information is available at VCCCD COVID-19 Information.
How can student services & resources be accessed?
Oxnard College offers a variety of resources to support your success (e.g., financial aid, admissions & records, counseling, student health center, etc.). Although students cannot enter OC’s Student Services Building through January 21, we are still offering services at the building’s walk-up windows, by phone and Zoom. We encourage you to make an appointment if you prefer in-person counseling sessions or meetings with other departments. We’re also offering extended office hours to support you. Learn more about how and when to access our student services offices. Our library will be closed to the public through January 21; however, you can make a library appointment to get assistance: Library | Oxnard College.
Where is Covid testing available?
There are several testing options here on campus and throughout Ventura County:
- Covid Clinic is available to the community for testing. It is located at Oxnard College’s parking lot H and by appointment Mon. – Fri. 9am - 5pm, and Sat. – Sun. 8am - 4pm.
- PMH Labs is open to OC students and employees from Mon., Tue. and Fri. 9am-1pm and Wed. and Thu. 1pm-4pm, and is located here on campus in the conference room on the back of the gym.
- You can also schedule vaccination appointments at various off-campus, county-wide sites at MyTurn.
If you are experiencing covid-like symptoms or have been in close contact with someone with COVID-19 within the last 14 days, please get tested. The Centers for Disease Control and Prevention (CDC) guidelines state the best protection against COVID-19 is to be vaccinated and get a booster.
You must have a green or blue pass to be on campus.
A blue pass on your MyVCCCD app means your vaccination card has been uploaded and verified - you are ready to visit a screening site on campus.
People who are not fully vaccinated must have a medical or religious exemption in order to receive a green pass that will allow them to come on campus. But you must have completed two PCR COVID tests during the prior week and submitted your two negative test results through the MyVCCCD app no later than noon each Sunday to be on campus. Wait until you are finished coming to campus for the week to upload your test results.There are no exemptions to testing.
For students and employees: If you are already fully vaccinated and have had your vaccination card verified through the MyVCCCD app, please continue to answer the app’s screening questions before coming to campus. All students and employees must complete the app’s regular screening questions before going to campus.
Please note that the District is not collecting booster information at this time.

I hope that you are enjoying your time off over the holidays. I met with Chancellor’s Cabinet Members to discuss the start of the Spring 2022 Semester in the midst of the impacts of COVID-19 and its variants. You may know that there has been a surge in the number of positive cases in Ventura County during the last few weeks (Ventura County Recovers). Keeping in mind that the health and safety of our students and employees are of the highest importance, we must be flexible in our planning as we approach the start of the Spring Semester. Therefore, with an abundance of caution, the following changes are being implemented:
- Spring classes will be mainly remote for the first two weeks of the semester (January 10 through 21) with exceptions for classes requiring in-person instruction. Faculty should contact college Vice Presidents of Academic Affairs for exceptions.
- Only vaccinated employees and students, and those with an approved exemption can be on-site. All health and safety protocols currently in place will continue including daily screening, the wearing of face masks, and twice-weekly testing for those with medical or religious exemptions. Detailed information is available at VCCCD COVID-19 Information.
- If you have been in close contact with someone with COVID-19 within the last 14 days, please get tested. Testing sites are located throughout Ventura County.
- Beginning Monday, January 3, supervisors will work with their employees to establish a balance of remote and in-person work to reduce the number of employees on-site. The colleges and district office will maintain enough in-person staffing to assist students needing on-campus help for counseling, financial aid, registration, and other services. This will continue through Friday, January 21 with ongoing review and adjustment when needed.
We are discussing the extension of the current MOUs in place with the bargaining units and expect the conversations to take place shortly.
The Centers for Disease Control and Prevention (CDC) guidelines state the best protection against COVID-19 is to get vaccinated and boosted. Ventura County vaccination information is available at Ventura County Recovers. You can schedule a vaccination appointment online at MyTurn.

President | Oxnard College OC Planning for Fall Semester & Town Hall, July 2021 July 15, 2021 Good afternoon colleagues, I hope you’ve enjoyed your summer, spending time with family and friends after an extraordinarily challenging year. As you may know, Ventura County has seen great strides in combatting the pandemic, with infection rates dramatically reduced since our last update and over 70 percent of residents 12+ are now vaccinated. We’re especially proud to be supporting this effort by providing Ventura County Public Health with access to our PAB Conference Center where they are currently providing a free and walk-up vaccination clinic for our campus and community. Additionally, COVID testing through the County remains available in Lot H. As we approach fall semester, I wanted to outline a few key developments for your awareness. These items, among others, are continuing to be worked on with the input of our COVID Transition Taskforce (consisting of classified, academic, managerial, and student representation throughout campus) and under the auspices of Chancellor Gillespie’s Return to In-Person Work Update dated June 29 (see first attachment). These developments include:
Currently, students and employees whose vaccinations have been uploaded to the app and verified will receive a daily wrist band and NOT be required to wear a mask while on campus, although they may choose to do so.

July 22, 2021 Good afternoon colleagues, I hope you’ll join our virtual Town Hall next Wednesday, July 28th at 10:00 am (the details are in your Outlook calendar). This forum will provide an opportunity to update you regarding the college’s plans for a safe return to campus as well as allow for questions and discussion regarding those efforts. Additionally, I want to ensure you’re all aware of the Chancellor’s updated guidance for face coverings, issued Tuesday, July 20th, where he selected to follow the County’s recommendation for wearing masks while indoors. Therefore, all persons – vaccinated or not – are required to wear masks while indoors at Oxnard College. There are some minor exceptions for eating, working in a private office, etc. Wearing masks while outdoors is voluntary. Please refer to the Chancellor’s attached email for further details. Finally, everyone visiting the campus will need to continue completing the pre-screening app and passing through our screening checkpoints in order to obtain a wristband allowing access to the college for the day. For the time being, wristbands will remain the same for everyone regardless of vaccination status and a negative COVID test will only be required if a person has experienced symptoms (here are English and Spanish videos outlining our screening process).
